SAA Supports Assembly Bills 299 and 325

At yesterday’s public hearing before the Assembly Education Committee, the SAA registered its support for Assembly Bill 299, relating to allowing a school board member to serve as a volunteer coach or extracurricular activity supervisor.
The SAA also delivered testimony in support of Assembly Bill 325, which would allow the school board president of a common, union high, or unified school district to appoint a person to fill a vacancy on the school board if the remaining school board members fail to fill the vacancy within 60 days.
I’m sure you recall the SAA supported the Senate companion measures to these two bills this past Tuesday before the Senate Education Committee.
The SAA will keep the membership informed of any developments on these bills.

At yesterday’s public hearing before the Senate Education Committee, the SAA registered its support for Senate Bill 217, relating to allowing a school board member to serve as a volunteer coach or extracurricular activity supervisor.
The SAA also delivered off-the-cuff testimony in support of Senate Bill 244, which would allow the school board president of a common, union high, or unified school district to appoint a person to fill a vacancy on the school board if the remaining school board members fail to fill the vacancy within 60 days.
The SAA will keep the membership informed of any developments on these bills.

SAA Opposes OPEB Bill, AB 269

The SAA joined the League of Wisconsin Municipalities, the Wisconsin Counties Association and the Wisconsin Association of School Boards (WASB) in opposition to Assembly Bill 269 yesterday at a public hearing before the Assembly Urban and Local Affairs Committee.
AB 269 prohibits a local government from providing health care benefits to any employee hired on or after January 1, 2016, for use upon the employee’s retirement, unless the cost of the benefit is fully funded in a segregated account. While the SAA recognizes the best practice intent of the bill’s author, Representative Jeremy Theisfeldt (R-Fond du Lac), this one-size-fits-all approach would deny local districts the control to manage their OPEB liabilities according to their unique needs, raise actuarial and administrative costs, interfere with district recruitment/retention efforts and possibly run afoul of the anti-discrimination provisions of the Affordable Care Act (ACA).
The SAA will keep the membership updated on developments related to this important legislation.

Youth Workforce Readiness Task Force to Hold Hearing

The Speaker’s Task Force on Youth Workforce Readiness will hold a public hearing at 9am, Thursday, September 10 in Room 412 East, State Capitol. The Committee will hear invited testimony from the following organizations and/or individuals:
· Department of Workforce Development
· Wisconsin Technical College System
· Department of Public Instruction
· Beloit School District
· Wisconsin Board for People with Developmental Disabilities
· Wisconsin Manufacturers & Commerce
· Associated Builders and Contractors of Wisconsin Inc.
· The Wisconsin Technology Council
· The Foundation of the Wisconsin Automobile and Truck Dealer Association
· Building Advantage Wisconsin
Additional invited speakers may testify. The Taskforce will accept public testimony regarding Workforce Readiness in general after the conclusion of the invited presenters. For more information about the Task Force including objectives and membership, see here.

SAA Supports Senate Bill 227

The SAA registered its support for Senate Bill 227 today at a public hearing before the Senate Committee on Revenue, Financial Institutions and Rural Issues in the State Capitol. SB 227, relating to a sales and use tax exemption for building materials that become a part of a facility for a local unit of government or nonprofit organization, has been supported by the SAA since it was first introduced in 2001. There was no opposition to the bill at today’s hearing.
The SAA would like to thank Senator Howard Marklien (R-Spring Green) for authoring the bill and working to move it forward.
