U.S. Department of Labor Issues Final Overtime Rule

Education Committees to Hold Joint Hearing on Blue Ribbon Commission Bills

The Senate and Assembly Education Committees will hold a rare joint public hearing on the following Blue Ribbon Commission bills (both Senate and Assembly companion bills are listed below) at 9:00am on Thursday, October 3rd in Room 412 East, State Capitol.  Please contact the SAA with any comments or questions regarding these bills.

Assembly Bills

AB-441 Shared Services Aid (Felzkowski, Mary) A shared services aid program for school districts, granting rule-making authority, and making an appropriation.

AB-442 Categorical Aid (Felzkowski, Mary) Whole grade sharing categorical aid for school boards and making an appropriation.

AB-456 Feasibility Study Grants (Kitchens, Joel) Grants for feasibility studies of school district consolidation or whole grade sharing and making an appropriation.

AB-461 Equalization Aid (Hutton, Rob) The timing of equalization aid payments to school districts.

AB-464 Four Year Old Kindergarten (Kitchens, Joel) The age at which a child may attend four-year-old kindergarten.

AB-465 Pupil Counting (Kitchens, Joel) Counting pupils enrolled in four-year-old kindergarten.

Senate Committee to Hold Hearing on Testing School Drinking Water for Lead

The Senate Committee on Natural Resources and Energy will hold a public hearing on Senate Bill 423 (see below), relating to requiring testing of school drinking water for lead, at 9:30 am on Tuesday, October 1st in Room 330 Southwest, State Capitol.  Please contact the SAA with any comments or questions regarding this bill.

SB-423 Lead Testing (Cowles, Rob) Lead testing of potable water sources in certain schools; providing loans for lead remediation in certain schools; and providing an exception to referendum restrictions for lead remediation.

Senate Education Committee Executive Session

Yesterday, the Senate Education Commission recommended for passage by paper ballot two bills supported by the SAA (see below).

SB-160 School Board Meeting Notice (Olsen, Luther) The method for providing notice of a special meeting of a school board. Passage recommended, 9-0.

AB-195 Reciprocity Licenses (Tranel, Travis) A license to teach based on reciprocity and granting rule-making authority. Passage recommended, 9-0.

Assembly Education Committee to Hold Hearing September 19th

AB-115 School Hours (Ott, Jim) An emergency exception for high performing school districts to the number of hours of direct pupil instruction requirement.

AB-368 School Revenue Adjustment (Quinn, Romaine) The school district revenue limit adjustment for declining enrollment and the prior year base revenue hold harmless adjustment.
