Evers Proposes School Safety Package

Department of Public Instruction Superintendent Tony Evers sent a letter to Gov. Walker and legislative leadership asking for a special session of the Legislature to pass a school safety proposal he put forward. Evers told Walker and legislative leadership the proposal would have an “immediate and positive impact on Wisconsin students and schools.” Evers highlighted that the proposal was developed in the education community in response to “the troubling trend of gun violence that has come to schools doors across Wisconsin and the nation.” Evers said the proposal addresses: physical school environments, behavioral and mental health, school climate and culture, and school policies and procedures. Evers emphasizes the proposal provides “sustainable, flexible funding for local communities to address school safety as they see fit.” Evers says arming teachers is “divisive and destructive” and not a real solution.
The SAA participated in the development of the proposal and continues to discuss the parameters of a school safety package with legislative leaders. We have provided links to State Superintendent Evers’ letter (which includes the text of his school safety proposal) as well as to a Wisconsin State Journal article on the issue.

Today’s Blue Ribbon Commission Meeting Cancelled

The SAA just heard from the co-chairs of the Blue Ribbon Commission on School Funding that today’s meeting in La Crosse has been cancelled because of the expected winter storm.

US DOL Opinion Letter on Community Members Serving as Volunteer Coaches

In its most recent Legal Update, the Strang Patteson Law Firm discusses the recent U.S. Department of Labor (DOL) opinion letter interpreting the Fair Labor Standards Act (FLSA) as it relates to community members serving as volunteer athletics coaches for public schools.

IRS Sending Affordable Care Act Notices

In its most recent School Law FYI, the Boardman Clark Law Firm discusses the notices that some school districts have received from the IRS proposing that the districts owe a payment pursuant to the Affordable Care Act (ACA). Boardman Clark recommends that any district receiving such a notice should act promptly to avoid liability with the IRS.

SAA Discussion Points for Blue Ribbon Commission

Last week, the SAA Legislative Committee met with essentially a one-item agenda: to discuss what guidance and discussion points the SAA could provide for members as they craft testimony and other communications to the Blue Ribbon Commission on School Funding.
