Senators Fitzgerald, Shilling on K-12 Education Funding

Senate Majority Leader Scott Fitzgerald says he expects any bumps in projected state revenues for the upcoming budget will help boost K-12 education.
The Juneau Republican told “UpFront with Mike Gousha” legislators are committed to fully funding K-12 schools in the first year of the budget and predicted improved revenue would allow for an increase in the second year.
But the Senate’s Democratic leader, Jennifer Shilling of La Crosse, argued for funding public schools over a Gov. Scott Walker’s proposed expansion to the state’s voucher program. Shilling said a majority of Wisconsin students attend public schools.
“We need to make sure that we have strong schools regardless if you live in a small school district, an urban school district, or a suburban school district,” Shilling said on the program, produced in partnership with WisPolitics.com.

Preliminary School Referenda Results

The SAA has received the preliminary school referenda results from The Wheeler Report. There was a total of 74 referendum questions on the ballot in 56 school districts.
Thirty-nine of those questions were for debt issuance with 23 (59%) passing and 16 failing. Thirty-three questions were for exceeding the revenue limit (non-recurring) with 25 (76%) passing and 8 failing. Finally, 2 questions were for exceeding the revenue cap (recurring) with both passing.

Cowles: “Remove Policy From the Budget”

On the heels of the release by the Legislative Fiscal Bureau of a memo on non-fiscal policy items contained in the Governor’s 2015-17 Budget Bill, State Sen. Rob Cowles called Monday for removing all 49 identified policy provisions from the state budget, saying they didn’t belong in the state’s spending plan and should instead be considered as separate legislation.

LFB Releases Non-Fiscal Policy Items List

?The Legislative Fiscal Bureau (LFB) today released a memo on non-fiscal policy items contained within the Governor’s 2015-17 Budget Bill. The list is comprised of items that are primarily of a non-fiscal policy nature and not closely related to the state’s fiscal programs for the next biennium. It is up to the Joint Committee on Finance to determine if all or any of these items will be removed from the budget bill. Items on the list with an impact on K-12 education include School District Participation in CESAs, Independent Charter School Expansion Provisions, School Accountability Reports, Required Notice of Educational Options, Whole Grade Sharing, Common Core Standards, Property Tax Bill Information, and more.
