WPF: Wisconsin School Referenda Rise Above Economy, Politics

The Wisconsin Policy Forum (WPF) has just released a report entitled, “Wisconsin School Referenda Rise Above Economy, Politics”. The report details that Wisconsin voters approved school referenda at near record rates on November 3rd. The results speak particularly loudly given that they happened in a high-turnout election and in both red and blue communities.

IDEA Class Action Dismissed

On July 28, 2020, a complaint was brought in the Southern District of New York against every school district in the United States alleging that all are or have violated the IDEA when deciding to close schools in March 2020, due to the COVID-19 pandemic. In its most recent Legal Update, Buelow Vetter focuses on the Court’s November 13, 2020 dismissal of the case against all Defendants, including all Wisconsin School Districts.
The SAA regularly receives these legal updates and we believe this is valuable information for SAA members. Evers Announces Virtual Budget Listening Sessions

Governor Evers and Lt. Governor Barnes announced they will be hosting virtual listening sessions as they begin the 2021-23 state budget process. They will hold four virtual “issued-based” listening sessions. The sessions include:
- Budget Listening Session on Healthcare and Public Health
- Tuesday, November 17, at 6 p.m.
- Register to attend here.
- Budget Listening Session on Environment, Infrastructure, and the Economy
- Wednesday, December 2, at 6 p.m
- Registration will be live one week before the listening session date.
- Budget Listening Session on Criminal Justice Reform
- Tuesday, December 8, at 6 p.m.
- Registration will be live one week before the listening session date.
- Budget Listening Session on Our Schools and Education
- Wednesday, December 16, at 6 p.m.

Vos Reappoints Nygren JFC Assembly Co-Chair

Speaker Robin Vos today reappointed John Nygren as the Assembly lead of Joint Finance.
The appointment, which had been expected, makes the Marinette Republican the Assembly’s longest-serving co-chair since the budget committee was created in 1911.
Vos, who co-chaired the committee before becoming Assembly speaker, said Nygren’s “experience and expertise will be greatly needed to deliver another balanced budget that protects Wisconsin taxpayers” with an expected drop in state revenues due to the coronavirus.
It will be Nygren’s fifth term leading the committee, breaking a tie with Rep. Alfred Ludvigsen, R-Hartland, for the longest-serving Assembly co-chair. Ludvigsen led the committee for four straight sessions starting in 1949.
Outgoing Senate Co-chair Alberta Darling, R-River Hills, and former Sen. Walter Hollander, R-Rosendale, are the longest-serving chairs in either house, tied at six sessions apiece.
“There is no question the next budget will be more difficult due to the pandemic, economic downturn, and Governor Evers’ tax-and-spend agenda,” Nygren said. “I appreciate Speaker Vos’ continued trust in my leadership and I look forward to working with my colleagues and Co-Chair Senator Marklein to pass a fiscally responsible budget that prioritizes taxpayers.”
